Aims And Objectives:
This department formulates District Annual plan. This department works as per the plans sanctioned by District Planning Development Committee (D.P.D.C.).
After formation of the Maharashtra State in 1960, Government has adopted a Policy of balanced development on the basis of District as a unit for formulation of Five year Plans and Annual Plans. For this Purpose District Planning and Development Councils (D.P.D.C.) have been constituted in every district. The D.P.D.C. has now been replaced by District Planning Committee Constituted as per article 243 Z.D. of 74 th Amendment of Constitution. The Minister in charge of the district is chairman of the Committee. The collector of the district is member Secretary of this committee.

District Planning Committee:
The Government of Maharashtra has enacted the law based on the Article 243 ZD of the Constitution, " The Maharashtra District Planning Committee ( Constitution & Functions), Act 1998 to consolidate the plans prepared by the Panchayats and Municipalities in the district and to prepare a draft development plan for the district as a whole. This act has come into force from the 15th March 1999. As per the Act, the Constitution of District Planning Committee is as under

The Guardian Minister of district is the chairman and the Collector is member secretary of this committee. All the matters are put in front of the D.P.C. and are to be sanctioned by this committee.

The Functions of District Planning Committee are as under:

1. Every District Planning Committee shall, prepare the draft development plan, have regard to –

(i) matters of common interest between the Panchayats and Municipalities including spatial planning, sharing of power and other physical and natural resources, the integrated development of infrastructure environment conversation;
(ii) the extent and type of available resources whether financial or otherwise;
(b) consult such institutions and organisations as the Governor may , by order, specify.

2. The Chairperson of every District Planning Committee shall submit the Development plan, as recommended by such Committee , to the Government of the State
3. To maintain plan expenditure.
4. To implement and monitor Member of Parliament Local Area Development Scheme.
5. To implement and monitor Member of Legislative Assembly Local Area Development Programme.
6. To implement and monitor Hilly Area Development Programme.

The District Annual Plan comprises following plans. These are

General Plan                                  
Special Component Plan (SCP)  
Tribal Sub Plan (TSP)

Total Plan of District for the year 2004-2005 & 2005-2006 is shown below               

It also monitors the allotment and expenditure of government grants to various departments.
Besides, in Planning following works are also monitored
1) For MLA / MLC - where each member can propose works upto Rs. 80 (Eighty) Lakhs per year
2) For M.P. works -where each member can propose works upto Rs. 2 (Two) Crores per year

Responsibilities

1. To ensure Co-ordination of Various implementing agencies at the District level.

2. To Offer the Guidelines to various implementing agencies at the district level in regard to prepare a Perspective five Year Plan & Annual Plan.

3. To monitor and review from time of time the implementation of Annual Plan.

4. To achieve maximum benefits out of the plan expenditure on the basis of Past experience, local Potential, needs and participation of the Peoples.

5. To remove disparities to the level of development among different sub regions of District

Structure Of Dept

The working of the Planning branch is under the control of Collector,District Planning Officer.
The collector of the district is controlling officer of District Planning committee as well as member Secretary of this committee.

Schemes

Following are the Major schemes of District Planning Council

MLA/MLC’S LOCAL AREA DEVELOPMENT PROGRAMME

MLA/MLC’s Local Development Programme (previously known as Small Works programme based on Felt Needs of the Districts) is being implemented in the State since 1984-85. The Programme is envisaged to undertake small works of local area development (which do not get prominence and importance in the District Plan and hence generally are neglected otherwise) and to complete them within a short period of 1 or 2 years. Under the programme ,works such as small road works, missing links, small bridges, primary school rooms, community hall , library buildings and similar works costing upto Rs 10.00 lakhs and Kolhapur Type Weirs and Repairs of A class cessed chawls costing upto Rs 15.00 lakhs are generally undertaken.

MEMBER OF PARLIAMENT LOCAL AREA DEVELOPMENT SCHEME (MPLADS)

A Centrally Sponsored Programme "Member of Parliament Local Area Development Scheme " is being implemented in the State from the year 1993-94 which is similar to the existing MLA/MLC’s Local Area Development Programme. The Government of India has sanctioned a grant of Rs 3.25 Crores to the state during 1993-94 on the basis of Rs. 5.00 lakhs per Member of Parliament.From the Financial year 1994-95 the amount was raised to Rs.1.00 crore per Member of Parliament and further it has been raised to Rs.2.00 crores per Member of Parliament from the year 1998-99. Small works based on the needs of the people are to be taken from these funds as per guidlines laid down by the Government of India for this scheme.

HILLY AREA DEVELOPMENT PROGRAMME

While formulating the Annual /Five year plan of the State, it was observed that there are unique needs of the Hilly Areas in the State which required special attention. The State Government therefore appointed a Cabinet Sub Committee in October 1988 to identify hilly areas in the State on the basis of prescribed norms and to suggest a special programme for development of hilly areas.

The criteria adopted by the Committee for delineation of hilly areas in the State was as under :-

i) A geographical area must satisfy two conditions to qualify as hill area, namely

(a) It should contain an area with an average slope of 30 percent or more which may be designated as the core and

(b) the relative relief of 300 meters or more;

ii) The entire geographical area comprising the core and its geographical extension with a slope of less than 30 percent but more than 17 percent may be accepted as part of a hill feature for the purpose of delineation of hill areas;

iii) All hill features covering a geographical area of 100 Sq.Mm. or more may be designated as hill areas;

iv) If the area in a block accounts for less than 50 percent or more of its geographical area the entire block may be designated as a hilly block;

v) If the area in a block accounts for less than 50 percent of its geographical area but forms a part of the compact hill feature of 100 Sq.Km. or more; it may be treated as hilly sub-block;

For the formulation and effective implementation of this programme in the concerned Districts Committee is constituted under the Chairmanship of the Minister in Charge of the District which has been abolished recently vide G. R. No. Committee 2004/CR No 92/Desk 1455 dated 1st January 2005.
